Hey guys. I just some mods off of here for 18 wheels of steel: pedal to the metal, but when I try to put them in the makes file, in the base.scs file, I get a message saying "Cannot create a file that already exists" when it doesn't exist on the game. I have windows vista on my computer, and my computer is a dell inspiron 6400 series. What am I doing wrong that the mods aren't loading onto the game itself? Any help with this problem would greatly be appreciated.

They don't go in the base.scs file. They go into C:\Users\<your name>\Documents\18 WoS Pedal to the Meta\makes\... (something like that. I still have XP so I'm not sure how Vista is set up) Mods should never go into the base.scs file, but even if you really wanted to for some reason, since it would seem you have the game installed in the default directory: IE C:\Program Files (86), you can't anyway. Starting with Vista forward, Microsoft decided to make any files in the Program Files (86) directory and the Program Files directory locked so they couldn't be overwritten.
